At the Gotham State Prison, the former costumed criminal known as Meltdown is informed by his warden that his request for parole has been denied--sending the villain into a frenzy.

Ned Creegan, a former super-villain, is waiting in prison to see if the board will accept the radiation therapy he needs to live. The corrupt warden denies Ned Creegan and he breaks out of prison, garnering the attention of Batman and the Outsiders. Ned Creegan, as Meltdown, goes around Gotham City causing crime, but purely to help him survive. They figure out things after a brash fight and Meltdown receives the radiation therapy he needs to live.
